About Us

COURTESY CONSULTING, Labor and Social Security Attorney of Japan is a human capital management consulting firm based on “Act on Public Consultants on Social and Labor Insurance” located in Chiyoda-ku Tokyo. Our philosophy is to support our clients’ businesses from a viewpoint of human capital management and labor laws as following section "Our Philosophy"

Our forte is a wide range of experience in working at the government Labor Standards Inspection Office as well as deep understanding of Labor Standards Act of Japan. Based upon these rich professional competencies in human resources management, we provide appropriate advisory services to our client companies. 

Our Philosophy

In recent years, Japan's labor laws have undergone frequent revisions. The Japanese labor management methods of a while ago are no longer useful. In order to keep Japan's domestic working environment on board with the wave of globalization, we provide advice on how to create a legal and flexible working environment by fusing Japanese methods, laws, and foreign cultures.

When we look at working hours, each one is different, what is normal for Japanese people, what is normal for foreigners who have come to Japan, what is normal for Japanese managers, and what is normal for managers with overseas bases. 

A legal system is created by collecting, digesting, and verbalizing problems from many perspectives.

On the other hand, I believe that human resources and labor management is the work of translating and permeating the legal system of concepts that have been verbalized into the real world.

In order to propose a labor management system that is suitable for each company and the people who work there, we strive to provide flexible and easy-to-understand explanations that are tailored to each situation.

Managing Partner

Chizuru Yoshinaka, is Managing Partner of COURTESY CONSULTING, Labor and Social Security Attorney's Firm, and is holding a rich professional experience as a Japanese government licensed Labor and Social Security Attorney since 2008, specializing in medical and global practice.


In addition to, Chizuru Yoshinaka have served in several professional positions such as Instructor for the workshop of the Examination for Upgrade of Speciality for the Attorney related to Out-of-court dispute resolution procedures ("Tokutei Sharoushi Examination") compulsory credit-bearing educational program commissioned from Japan Federation of Labor and Social Security Attorney's Associations (2014-2016), and CFO at the local Southern Seaside Area of Tokyo Labor and Social Security Attorney's Association (2013-2015), and a working experience in the Labor Standards Inspection Office to support Labor Standard Inspectors (Full-Time: 2010-2013, Part-Time:2014-2017), and Medical Worker's Workload Conditions' Consulting Advisor for The Hospital commissioned by Tokyo Labor Bureau and Labor and Social Security Attorney's Association of Tokyo (2018-2023), and Medical Doctor's Workload Conditions' Surveyor for The Hospital commissioned by Japan Medical Association (2023-), etc. 


Otherwise, Chizuru Yoshinaka received a BSc degree in Social Welfare from Japan Women's University.

Our Services

1. Notification and submission of statutory documents, i.e., enrollment into social insurance package to Labor Standards Inspection Office, Japan Pension Service, and Health Insurance Association which are all related to the Ministry of Labor, Health and Welfare.

2. Consulting of human capital management, providing for employment rules, contract, and agreement. 

Our Fee Schedule

Our service fee schedule has the range from the bottom of  JPY50,000.-  per month up to the top of JPY150,000 per month, as for the monthly retainer advisory fee. 

The monthly retainer advisory fee includes the services, i.e., the submission/filing procedure to the government related to the  enrollment into the statutory insurance, the releasing from the statutory insurance, the changing procedure of the statutory insurance registration, the reporting procedure of the statutory insurance, and all related to the company's statutory insurance procedure, advisory service for the worker's relationship, preparing the employment contract, preparing the workers' rule book (the code of conduct), preparing the agreement between the employees and the company.

The monthly retainer advisory fee will not include the services, i.e., payroll service, related to the National Pension of Local City's ("Kokumin-Nenkin"), application for individual benefits adjustment of health insurance, preparing the agreement for independent contractor. And if the one-time service outside of the monthly retainer contract will be arise, an additional fee will be charged at the time.
